ABOUT

Construction of the Western High-Speed Diameter (WHSD) in St. Petersburg is one of the most important means to solve the transport problem of St. Petersburg. It is a strategic investment project of both city and federal significance that determines development of the city as a major world transport hub.

The aim of the WHSD Project is to implement a toll motorway to provide for passenger and freight transport along the busiest traffic lines and link the transport hub of St. Petersburg, including the Grand Port, to the national road network.

The WHSD will be an urban motorway with interchanges at different levels and mostly 8-lane roadway with the design traffic speed of 110 km/h and equipped with advanced traffic control and communication systems. The total length of the motorway will be 46.6 km, including: 21.51 km on the earthworks, 2.36 km in the open cut, and 22.34 km on the engineering structures. There will be 15 interchanges at different levels and unique bridge structures with 55 and 35 m clearances over the ship fairway, which will be the first structures of that type in Russia.

The WHSD which is to be completed in 2015, will allow, together with the Ring Road to close the first transport ring around St. Petersburg. Moreover, the WHSD will provide a solution to the most vital transport problems by:
- linking the Grand Port via the Ring Road to the exits to federal roads to Moscow, regions of Russia, and Baltic and Scandinavian countries;
- linking the passenger ferry complex to the residential and social development zone which are both being implemented on raised lands of Vassilievski Island;
- providing transport links between southern, western and northern parts of the city by-passing the historic center; reducing the traffic and other man-caused impact on streets, bridges, culture and architectural monuments of the city center.

The Western High-Speed Diameter is one of the first investment projects of Russia to be implemented based on public-private partnership principles. The project has been approved for financing from the Investment Fund of he RF. Moreover, it will also be supported by the Budget of St. Petersburg and private investors.

In October, 2008 the section of the Phase I of the WHSD was opened for traffic, enabling vehicles from the zones III and IV of the Grand Port of St. Petersburg to reach the Ring Road and travel further to the federal roads.

The next part of the WHSD motorway, a 6 km section, which will provide an exit for transport from zones 1 and 2 of Grand Port of St. Petersburg and Petrolesport in southern direction, is being constructed now. In such a way the federal task of adequate road transport support for the Grand Port will be accomplished. General contractors for this section are JSC «Mostootryad ¹19», JSC «Pylon» and JSC «Generalnaya Stroitelnaya Korporatsiya» companies.
